If your HubSpot workflow isn't enrolling contacts, it's almost always one of three things. First: re-enrollment is turned off. By default, HubSpot enrolls a contact in a workflow one time only. If the contact meets your trigger criteria again later, nothing happens. Second: you turned the workflow on without enrolling contacts who already met the criteria. HubSpot only enrolls people who qualify after the workflow goes live unless you explicitly check that box. Third: your trigger is filtering on a value that doesn't exactly match what's on the record — "No Show" and "No-Show" are two different values to HubSpot.
To diagnose it in 60 seconds: open the workflow, go to Enrollment History (not the editor), and search for one contact you know should be in it. What you see there tells you which of the three you have.
